Medical Device and Diagnostics Mission Secretariat (MDMS) is a flagship program of Indian Council of Medical Research (ICMR) under the Department of Health Research (DHR), Ministry of Health & Family Welfare, Government of India, to foster indigenous manufacturing of medical devices and diagnostics to decrease import dependency of India in this sector. Biotech Consortium India Limited (BCIL) is the Program Management Agency for the MDMS Program and is responsible for providing services towards Management of Techno-legal, Intellectual Property (IP), and Technology Transfer.

The mandate of this program is to support and catalyze research, development, and indigenous manufacturing of robust and cost-effective medical devices to strengthen healthcare sector in India and reduce import dependency through a Mission Mode Consortia Approach. The program created a pipeline of innovative medical devices, start-ups, incentivize and motivate local manufacturing in India and provide holistic support to the technologies/ products nearing commercialization. The program aims to decrease import dependency of medical devices and diagnostics products in India. These efforts will foster indigenous medical device product development, entrepreneurship development, creation of multiple start-ups, setting-up of Nation-wide Centers of Excellence for strengthening of medtech sector and indigenous capacity building for making this sector self-sustainable.

The implementation of the Program will involve comprehensive approaches including the following:

  1. Bottom-up approach for supporting Product Development and Commercialisation through the Product Ignition and Development Enabler Program (mPRiDE) and Centers of Excellence (CoE).
  2. Top-down approach for supporting creation of Pipeline of Innovative Medical Device Technologies by Catalysing Innovation in Medtech Biodesign (CLiMB) Program.

 

Product Ignition and Development Enabler (mPRiDE)

mPRiDE scheme aims to accelerate development of medical device products for catalyzing their commercialisation for public use. The scheme will accelerate medical device product development, scale-up and commercialization by supporting medical device companies having extensive experience and demonstrated capabilities by providing them handholding support with enabling ecosystem to accelerate product deployment for societal impact.

Centers of Excellence (CoE) for medical device and diagnostics innovation and product development will be set-up at various Institutes across the country. Other specialized theme based centers will also be supported by ICMR under this program to catalyse focused product development in a specified technology segment as per global health priority and huge import dependence in the country.

Catalysing and Leveraging Innovation in Medtech Biodesign (CLiMB) Program

CLiMB program has been initiated for boosting medical device innovation in the country by providing training to medical technology innovators enabling them to become entrepreneurs and further the objectives of the Start-up-India and Make-in-India initiatives of the Government of India.

The Biodesign program is an inter-institutional collaborative program which is being implemented in collaboration between medical and engineering institutes.

The aim of this program is to focus on development of medical devices as per unmet needs of India through structured Biodesign process involving Clinical Immersion, Need Identification, Need Filtration, Concept Generation and Product Development. Multidisciplinary team of doctors, engineers, product designers and business management professionals will get enrolled for developing globally relevant medical device and diagnostics as per unmet needs of India.

ICMR Large Animal House Facility at AMTZ

Testing of innovative medical devices on large animals is a critical component for validating a new medical device before initiating human studies. India highly depends on such facilities in foreign countries for undertaking such studies. This adds to a lot of cost & discomfort and hugely increases the cost of product development. ICMR has set-up large animal house facility at Andhra Pradesh Medtech Zone (AMTZ) to provide support for early stage trials, research & development, prototyping and technological assessment of functionally critical parts of medical devices.

ICMR-Centre of Innovation and Bio Design

ICMR-Centre of Innovation and Bio Design (CIBioD) aims to foster robust, sustainable and affordable healthcare by promoting the frugal and disruptive innovation in medical devices and instruments by creating a conducive ecosystem with the involvement of multiple premier technology institutes in collaboration with Post Graduate Institute of Medical Education and Research (PGIMER), Chandigarh.
